Is Stam incapable of changing tactics

No he's not.
When we play well ( Birmingham, Leeds, Villa) he changes the team and formation next game.
If an individual plays well (Kelly, Evans etc), he's on the bench next game.

Once again another team and formation.
Obviously doesn't work at all so let's look forward to a defensive change at 88 minutes.
