Yes but in this context it was presumably used at an England away game, and to display England colours with Union Jack and Reading FC additions. Admittedly it resembles a Naval Ensign, which may well have been the basis for the design.

No doubt the Bulgarian thugs who stole it will reflect on the intricacies of the flag’s design and the combination of Club, Country, and military history to which it signifies.

i remember a union jack at Italia 90 that quite simply said 'Bollocks' through the middle.
