In other sports a term used to coin players who are consistently above average but not quite at the level of hall of famers is generally termed as hall of very good. taking in account the arbitrary starting date of premier league as a defining start time. i guess also could be included is players who excelled in the championship but never quite broke in the premier league.
so with that in consideration my premier league hall of very good would probably include Phil Neville and Emile Heskey. Phil neville just a good enough player to make the england team because there was really no one else available. heskey made a career or not being a goal scoring striker.
