Whilst the report is both worthy and neccesary, the fact is that the clubs WON'T change; their fans expectations (as represented by Rob Royal in this thread) will always overcome any financial prudency for certain clubs, and those clubs will continually block any changes to how things are currently done - because it is in their narrow self interest to do so (especially with the perceived rewards of promotion to the Premiership being worth £Millions to a teams' owners)
I appreciate that the highlighted conclusion implies strongly that unless changes ARE made, legislation will be brought in; however, there was no timescale in the quoted paragraph for when the changes detailed in the report have to be carried out before legislation is to be proposed. As a result, I suspect that it will take ANOTHER committee in a few years time to actually give teeth to such recommendations with timescales for when changes have to be made, and only if changes aren't made, will someone propose legislation to force through changes.
Even then, there is no guarantee that time will be found in busy Government legislative schedules to push through such legislation - and thats before you have MP's who have been lobbied by clubs in their constituencies to block the legislation.
So, whilst I agree that something needs to be done, and that the suggestions made are good ones, I'm sorry to be cynical but imho, absolutely nothing will change for at least 10 years following this report.
