Reading in Europe through FA Cup?

With Portsmouth ruled out for apparent administration issues and Villa Chelsea and Spurs likely qualifiers through league position, is it possible that the FA will look to the quarter final qualifiers in the FA Cup for England's representative in the Europa league?

That would be ludicrous if all the quarter final teams were the top seven in the Premier League (who had already qualfied in another ways) and someone like Histon.

Tbf, if Histon ever got to the quarter final of the FA Cup, they'd deserve a place in Europe!

I vaguely remember a Welsh minnow holding was it Atalanta?
I can also rember Newport County reaching the quarter finals of the Cup Winners Cup and getting knocked out by Carl Zeiss Jena at that stage on the away goals rule.

Merthyr beat Atalanta at home in 1987 2-1, I'm not sure if it was at Penydarren Park but I can only presume that's what scared the Italians into defeat. Merthyr lost 2-0 in the return, though.
Snowball, were you thinking of Bangor doing something similar to Napoli in the 60s?
