Apparently the complication of Monaco signing him along with a load of other big names is to do with financial fair play and how Monaco, and their tax, sit outside of it a little. French FA trying to put them under a special rule over tax so that it puts them in line with the rest of the league but Monaco are not having it

French FA have told Monaco that if they want to play in League 1 next season they need to either relocate to France or pay €200M

As manager, he's in charge of his players and has the final say on transfers. No manager in his right mind would let him go with Borini yet to fluorish and Suarez out for ages, leaving only Sturridge.

Or, he could spend the £15m on a player who actually fits into his system, rather than keep a player who has is of limited quality when the ball isn't in the air and who would hardly get a game next season.
