FIFA aren't going to allow that. It's the lack of a professional league in places like Wales/NZ that allows teams from there to play in another country. Scotland has a professional league (Albeit a shit one that is about to get shittier).

It's more the historical precedent that means it's allowed than the lack of a professional league.
But depends how they did it. If they're a new club, and start off calling themselves "Bury Rangers" then they'd officially be English.

League rules now block clubs from moving to another town, so they could buy them, but they'd still have to play all their games in Bury.
