The fans would be better off starting their own club like AFC Wimbledon.

It is usually either three or five years. However, if the applicant has started, for instance digging a hole or knocking down a wall, then it does not expire at all. The applicant can do the rest of the work whenever he decides to, even in ten, fifteen or more years.
