rhroyal AFC Wimbledon and Aldershot both show that a club is made up of fans and won't die with a winding up order. Let these clubs (or "entities") who overspend go to the wall. If the fans are truly loyal there is a way back to the FL for them.
It depends. If either of those had had to start out at a very basic ground, then neither would be where they are today.
For Aldershot, it would just have been like carrying on where thet left off, albeit it in another much lower division. If they'd had to restart hiring the local council sports centre, or some ground with cover for 50 people and nothing else, fans would not have stuck with them.
Same for Wimbledon. It would have been much harder if they couldn't have shared with Kingstonian. It wouldn't have been impossible, with Newport County are a decent example, but they aren't the club they were by a long stretch.
