Could it come down to the clauses. A lot of Championship transfers are announced as an 'up to' fee, with the biggest clause to get to that maximum being promotion. It could've been we were offered £750k up front and £750k after promotion, for example, whilst we wanted £1m guaranteed. If Couhig hasn't sanctioned this and its just Dai/Pang trying to squeeze some extra cash into their pockets then I would fear that the takeover will fall through - or at least extend while they argue the toss about a reduced price.

That £1m fee will hopefully be in addition to a sell on. It would be interesting to know who sanctioned it. I can't imagine Dai, Pang or any of the directors would care, Bowen's suspended and the coaching staff don't deal with that sort of thing anymore. Would it be the CFO (Graham Odell according to the website)? Brian Carey as head of recruitment?
