Luton (probably unsurprisingly) are the best of the current L1 sides at 238th (equal 236th). Stockport are best of the current L1 sides (374th, equal 373rd) that played at that level last season.

I actually really like this idea. Make the CWC a straight knockout tournament. The top 1024 teams based on those rankings qualify and it's a random draw right the way to the final. The higher ranked team always gets to play at home.
