The latter probably, esp. as the turkeys are all voting to change the P&S rules in the PL so they just get token slaps on the wrist this summer. They, esp the elite mob, really don't want an independent regulator who has any power as that might upset their gravy train.

I don't think it's either, particularly. It's pure arrogance, and all about power and control.

In their mind, this is *their* game, they are English football, all the other leagues in the pyramid exist only because of historical accident and are only useful as a way to develop their players (but they resent having to pay them money and hate not being able to televise matches on Saturdays because of them).

How very dare someone else tell them what they can or can't do with their league?
